LAUREN A. HORGER MEMORIAL SOCCER TOURNAMENT RULES
May 22 and 23, 2010

LAWS OF PLAY 
Play will be governed by the FIFA Laws of the Game, except where amended by US Youth Soccer Rules of Play, and/or the Northwest Rio Grande Soccer League Fall 2008 Small-Sided Rules of Play and/or the Tournament Rules. These rules may be modified before the beginning of tournament play. The final Tournament Rules will be given to each team at the mandatory team credentials check-in to be held the Friday before / prior to the Tournament’s first day of play.

REGISTRATION
All teams must be currently registered with their State Youth Soccer Association and present their State roster. Each player must have a USSF/USYS player card with a current picture and a signed medical release form. Each player must be available for identification by the referee prior to each game.

TEAM ROSTERS
U6 through U8 teams may have up to 8 registered players; and U9 to 10 teams may have up to 10 registered players. Exceptions will be made for teams that were approved by their leagues, club or NMYSA to register additional player(s) for valid reasons. Teams may include up to three guest players. Once a team is checked in, the roster is complete.  A player may not play for more than one team during the tournament.  A team will forfeit any game in which an ineligible player participates. 

HOME TEAM
The home team will be responsible for wearing an alternate color jersey, if necessary, as determined by the referee. The team is listed first in all rounds will be the home team. Teams use the side of the field with team benches and spectators will use the opposite side of the field.
 
PLAYING CONDITIONS 
Teams will be expected to play according to the schedule of games regardless of weather. Only the Tournament Director may reschedule games or alter the competitive format because of inclement weather or other just cause.  Games will be considered complete if one half has been completed and play is stopped by the Field Representative or Referee, Commissioner of Referees or the Tournament Director. When necessitated by playing conditions or just cause, the game format may be altered to include shortening of games, shootouts, or coin tosses.
 
BRACKETING 
4-TEAM BRACKETS: Bracket play is round-robin games with each of the other teams in the bracket. 
5-TEAM BRACKETS (one five-team bracket): Bracket play is round robin-games with each of the other teams in the bracket. (NOTE: Each team gets four games). 

SCORING METHOD
No official scoring will kept during the tournament by the hosting organizations as this is a recreational fun soccer tournament. If scoring is required, it will be informal and only used to determine “standings” at the end of the tournament.  This will be done if it is necessary for a team to know how they did relative to other teams in their bracket. No awards or tournament recognition will be given to any team entered based on games won or loss. The Lauren A. Horger Soccer Foundation believes it is more beneficial for the players to have fun and participate in a non-competitive environment where winning or losing is not paramount.
       
A team that forfeits a game will receive no points and the other team will be declared the winner of the game. The match will be scored as a 1-0 win for the declared winner. 

YELLOW CARDS, RED CARDS, AND EJECTIONS   (Referee’s Discretion)
A player who has received a yellow card will leave the field immediately, but can be replaced by another player. The player receiving the yellow card can re-enter the game at the next legal substitution for his team.  Any player who has received a red card will leave the immediate field area, and will not have contact with the rest of the team or coaches for the duration of the game. That player will be ineligible for the next game. At the discretion of the Tournament Director, the suspension may be increased and could result in ineligibility for more than one game. No substitution will be permitted for a player who has been ejected during a game. 

GRACE PERIOD    
A minimum of number of players as outline in the 2008 NWRGSL Small-sided Rules of Play (adopted Fall 2008) shall be in effect for this tournament. A five-minute grace period will be extended beyond the scheduled kick off time.  If not enough players are available at the scheduled kick off time, and at the end of five minute grace period the team that does not have enough players will cause the  referee to suspend the game and report the failure of the team to appear to the Tournament Director. The Director may declare a forfeit.

UNIFORM   
Each player will wear an official uniform and each player’s number must be different. The goalkeeper is not required to have a number on his/her jersey. Players must wear a shirt during warm-ups prior to competition. ALL PLAYERS MUST WEAR SHINGUARDS THAT ARE SIZED PROPERLY.

BALL   
All teams will play each game with the ball size designated for play by the Lauren A. Horger Memorial Soccer Tournament.  Ball size is as follows:  U-6 to U-8: Size 3; and U-9 to10: Size 4.

CASTS
 Braces and soft casts must be padded and approved at check in. 

SUBSTITUTIONS
Unlimited substitution will be allowed in this Tournament. Substitutes are allowed anytime the ball is out of play (for teams U-10 and below) or at the direction of the referee.

AWARDS
All U6 through U10 team players will be given participation awards.
 
One (1) Lauren Horger Memorial Soccer Tournament Team Spirit Award  will be  awarded to one team participating in the tournament and will be selected by a vote of the Tournament Director, Head Referee and Board Members of the Lauren A. Horger Soccer Foundation.  The team that is selected, will be based on the team’s spirit and the positive support they receive from their parents, fans, coaches and teammates. No participation awards will be awarded unless the team completes all scheduled tournament play. 

REFUNDS
Once a team is accepted into the tournament, no refund will be given unless all or a portion of the
Lauren A. Horger Memorial Soccer Tournament is canceled due to just cause. Refunds will be issued as follows: No games played – 30% of total cost. One game played – 20% of total cost. Two games played – 10% of total cost.  Games will be considered played when completed in regulation time, shortened time, or by the Head Referee’s decision.

TEAM, PLAYERS, AND COACH’S CREDENTIALS
All teams’ coaches and players must be affiliated with the US Youth Soccer. Player and coach passes will be checked prior to each match. Teams must be properly checked in at the team check-in. All teams must have U.S. Youth Soccer Players Passes with photographs attached and signed.  All player and coach passes will be laminated.  AYSO teams must present medical release forms.

Teams may not use the goal areas at for warm-up or practice.  Violations may result in the forfeiture of that match.

TEAM DISCIPLINE
A coach is responsible for the words and actions of his players and their fans. Verbal abuse of the opponents or referees by players, coaches, or spectators will not be tolerated. Violations may result in forfeiture of the game and/or expulsion from the tournament.

A red carded player and his/her coach must report to tournament headquarters immediately after the game in which the card was given to determine the player's status for subsequent games. Decisions will be based upon the rules of the Northwest Rio Grande Soccer League, the Corrales Soccer Club the sanctioning organization for the
Lauren A. Horger Memorial Soccer Tournament.

PROTESTS 
No protests will be allowed.  Any item(s) not covered either by these tournament rules will be handled by the discretion of the Tournament Director.  All decisions will be final.
